An Bord Pleanála has given the green light to Marina Quarter Ltd for the construction of a creche and 195 residential units in Portlaoise. The initial approval was granted by Laois County Council with certain conditions to demolish existing buildings and develop the new housing complex.
Key Features of the Development
The proposed Large Scale Residential Development (LRD) will consist of 195 homes, a creche accommodating 68 children, 312 parking spaces, and two ESB kiosks. However, the project is subject to 27 conditions set by An Bord Pleanála, including the requirement for a new access road to the development site. Before commencing construction, the developer must finalise the road design in collaboration with the local authority.
Safety Measures and Concerns
To ensure safety in the vicinity of the development, a comprehensive road safety audit will be conducted. This audit will focus on addressing the needs of pedestrians, cyclists, vulnerable road users, and motorists in the area, particularly around the junction with the Dublin road.

The approval process faced challenges as the application was appealed by three concerned parties, including Shane Lawlor, Enda and Marie Kelly, and DM Leavy. Issues raised in the appeals varied from concerns about road connections and architectural merit to property inclusion disputes and pedestrian safety around existing businesses.
In response to the appeals, the applicant emphasised the consideration given to pedestrian and cyclist safety in the project’s design. They also clarified that the development aligns with the designated lands under their control or Laois County Council’s jurisdiction.
The planned residential units will offer a mix of two, three, and four-bedroom houses, including semi-detached houses, terraced units, and one-bedroom apartments.
