South Dublin Council Halts Tallaght Drone Hub Plans Over Noise Concerns

South Dublin County Council has temporarily halted plans for a new aerial delivery hub in Tallaght, intended to be operated by Manna Drone Delivery. This decision follows a council report highlighting concerns that the service could significantly elevate noise levels in the area.

In a communication to the applicants, Partas, a not-for-profit organisation, the council has requested a comprehensive Noise Impact Assessment to thoroughly evaluate the potential noise effects of the proposed hub at the Tallaght Enterprise Centre. Manna Drone Delivery aims to operate the hub as part of its ambitious goal to achieve one million deliveries this year.

The proposal has faced opposition from local residents, with an objection signed by 30 individuals living within 500 metres of the proposed site. The objection expressed concerns that the development could negatively impact property values in the vicinity. It further argued that increased air traffic and the noise from hovering drones would disturb residents, diminishing their quality of life and enjoyment of their homes, particularly in outdoor spaces like gardens.

The objection, led by Alison Kenealy and supported by 29 others, suggested that the additional noise and air traffic could deter potential homebuyers, affecting the area’s long-term appeal. Consequently, the council has put the project on hold, citing the potential for a significant increase in noise levels as a primary concern.

The council’s planning report acknowledges that drone delivery services are still in the early stages of development from a planning perspective, leaving uncertainties about their long-term impacts. The report emphasises the importance of safeguarding the residential amenities of neighbouring properties if planning permission is granted.

To address these concerns, the council has requested a detailed Noise Impact Assessment, including any necessary noise mitigation measures. Additionally, the council requires a comprehensive description of the drone service’s operational parameters, such as proposed operating hours and the frequency of drone movements, to assess the suitability of the proposed use within the designated zoning area.

A spokesperson for Manna Drone Delivery commented on the situation, stating that drone delivery offers a safer and more environmentally friendly alternative to traditional road-based delivery, along with broader benefits for suburban life. The company looks forward to operating in Tallaght in the medium term, pending the necessary approvals, and plans to engage with all stakeholders as developments progress.

The spokesperson highlighted Manna Drone Delivery’s experience, noting that the company has served over 150,000 households in Dublin, with only 53 complaints received, all of which have been addressed. The company is fully regulated by the European Aviation Safety Agency and the Irish Aviation Authority and actively engages with local authorities and public representatives in areas where it operates. This includes community involvement in school STEM activities and sports clubs, which they plan to continue in Tallaght to foster positive community relations.

Safety remains a top priority for Manna Drone Delivery, with annual independent audits ensuring compliance with international safety standards. The company’s aircraft are equipped with multiple safety systems to ensure safe landings even in unlikely scenarios.

A planning report submitted with the application outlines the potential benefits of the aerial delivery hub, including faster deliveries, cost reduction, and reduced environmental impact. The report emphasises that the development has been designed to avoid adversely affecting existing amenities or compromising privacy in the area.

As the situation unfolds, the council’s decision to pause the project underscores the importance of balancing technological advancements with community concerns and environmental considerations. The outcome of the Noise Impact Assessment and further discussions between stakeholders will play a crucial role in determining the future of the proposed drone delivery hub in Tallaght.
