“Transformative Housing Development to Deliver Over 4,000 Affordable Homes in North Dublin”

Major Housing Development Announced for North Dublin

A significant new housing development is set to transform north Dublin, as the Land Development Agency (LDA) has secured a site in Baldoyle with existing planning permission for 1,931 homes. This acquisition, adjacent to the LDA’s Clongriffin land, positions the agency to potentially deliver over 4,000 new affordable homes in the vicinity of Clongriffin station.

The Baldoyle site spans 18 hectares and has been granted permission for various community-enhancing infrastructure. This includes permanent access to the train station, creche facilities, commercial units, new parks, transport facilities, and other public amenities. The site was formerly part of “The Coast” housing development and is strategically located east of Clongriffin station, near existing housing in Stapolin and Baldoyle. It is bordered by the Dublin to Belfast railway line to the west, Fingal County Council parklands to the north, and the planned Racecourse Park to the northeast, offering scenic views of Ireland’s Eye, Howth, and the Irish Sea.

The neighbouring Clongriffin land holds the potential for over 2,000 homes. The LDA has already begun work on the first phase, which involves the construction of 408 homes across two apartment blocks. The agency is collaborating closely with Dublin City Council, Fingal County Council, and other local stakeholders to ensure a coordinated and integrated development approach.

John Coleman, the LDA’s chief executive, hailed the land acquisition as a significant strategic achievement for the agency. He emphasised the agency’s commitment to delivering over 4,000 affordable homes and new facilities, services, and commercial outlets. Coleman also stressed the importance of working with existing communities and stakeholders to create vibrant and sustainable neighbourhoods in Clongriffin and Baldoyle.

The LDA plans to integrate existing plans for the area into its design, including the Dart+ scheme and the council’s plans for Racecourse Park. The National Transport Authority (NTA) has pledged to upgrade and improve the security of the current access route to Clongriffin station until permanent access is established.

Eoin Gillard, assistant director of transport investment at the NTA, expressed support for the LDA’s acquisition of the lands, highlighting the benefits of developing around a key transport node with high-quality bus and rail connections. He affirmed the NTA’s commitment to resolving temporary access issues and collaborating with the LDA and Fingal County Council to deliver permanent, safe, and accessible routes across the railway line and to public transport services.

AnnMarie Farrelly, chief executive of Fingal County Council, noted that the Baldoyle-Stapolin Local Area Plan’s ambitious vision can now be realised with the land purchase. She highlighted the resolution of issues at Clongriffin Railway Station and the development of a new regional amenity at Racecourse Park, which will complement the soon-to-be-completed Baldoyle Community Centre. Farrelly also welcomed the activation of planning permission to build over 1,900 new affordable homes, alongside a creche and commercial units, as a positive development for the area.

This major housing initiative represents a significant step forward in addressing Dublin’s housing needs, providing affordable housing options while enhancing community infrastructure and connectivity.
