MEP Highlights Need to Amend EU Rules to Boost Planning Permission and Affordable Housing

Barriers in current EU planning permission rules are hindering affordable housing development and need urgent reform, says a leading MEP.

An influential Member of the European Parliament (MEP) has called for changes to EU regulations to remove obstacles that currently delay or block affordable housing projects. The MEP highlighted how existing rules around planning permission contribute considerably to prolonged housing shortages and escalating costs across member states.

Specifically, the MEP urged that amendments focus on streamlining permit approval processes and addressing legal and environmental constraints which often result in planning delays. The current framework, while aimed at balancing environmental impact considerations and community input, can cause lengthy hold-ups notably concerning flood-risk development and other sensitive sites.

Reforming laws to accelerate housing scheme approval while safeguarding crucial environmental standards is seen as essential. The MEP emphasized that the planning system should better accommodate socially needed affordable homes without excessive bureaucracy or prohibitive material contravention claims that often stall developments.

Recent Irish legislative developments reflect similar intentions, including the Planning and Development (Amendment) Act 2025 which allows for extensions of un-commenced planning permissions and suspends planning permission time limits during judicial reviews. Such measures target inactive housing projects and legal uncertainties obstructing progress on approved plans, aiming to unlock existing permissions for residential development efficiently.

On the renewable energy front, the European Union (Planning and Development) (Renewable Energy) Regulations 2025 have introduced fixed decision timelines for permit granting related to renewable projects in Ireland to further streamline planning processes. These rules impose limits of 4 to 52 weeks depending on the scale and nature of the renewable development, helping reduce bureaucratic delays while maintaining environmental impact assessments.

The MEP’s recommendations and the evolving Irish and EU planning frameworks underline a shared priority: making the planning permission system more responsive to urgent housing needs by minimizing unnecessary procedural barriers. Ensuring timely decisions on both new housing proposals and renewables projects will be critical to tackling the interconnected challenges of housing affordability and sustainable development.

Advocates argue that these planning reforms could significantly impact the volume of affordable homes delivered by removing red tape and accelerating construction starts. While environmental safeguards should remain robust to protect natural assets, balancing these with faster approvals is increasingly viewed as crucial in addressing Europe’s housing crisis.

Challenges such as managing flood-risk development require careful planning but should not become a disproportionate hurdle. Enhanced clarity on what constitutes material contravention and improved alignment of environmental impact assessments with housing objectives are among the detailed reforms proposed to optimize the planning system for better outcomes.
