Elliott Group Wins Inchicore Regeneration After Planning Permission Progress
Struggling with housing shortages, Dublin moves forward as a major planning permission milestone unlocks large-scale social housing regeneration.
Dublin City Council has signed a construction contract with Elliott Group to deliver the first phase of the An Droichead Órga regeneration in Inchicore, which will see 487 homes built as part of a wider 578-home scheme, alongside a creche and a new library/community hub, following planning permission and procurement processes that advanced the project to construction readiness.
The overall development will provide 578 cost-rental and social homes intended to increase affordable, energy-efficient housing supply and support an inclusive local neighbourhood; the first contract covers the majority of units and associated community facilities designed to improve public spaces and play areas.
Local and national politicians welcomed the award: the Lord Mayor of Dublin described the scheme as community-focused and transformative for Inchicore, and the Minister for Housing called the contract a significant milestone backed by multi‑million euro funding from the Department, Dublin City Council and other state agencies to accelerate delivery.
Elliott Group’s CEO confirmed the company will act as the council’s construction delivery partner, with construction due to begin in February 2026 and phase-one completion targeted for January 2028; the wider masterplan also includes retail space such as a supermarket to support neighbourhood amenities and local economic benefits.
