Glenveagh Seeks Planning Permission for 815 North Dublin Homes

North Dublin’s housing shortage intensifies as Glenveagh Homes submits plans for over 800 new residences near Balbriggan.

Glenveagh Homes has applied for planning permission from Fingal County Council to construct 815 homes on a site located on the outskirts of Balbriggan in North Dublin. This large-scale residential development aims to deliver a mix of housing types to meet growing demand in the area. The project represents a key step in the builder’s expansion strategy amid Ireland’s ongoing housing crisis.

The proposed development includes a variety of unit sizes tailored to different family needs. Developers plan 685 two-bedroom units, 398 three-bedroom units, 212 one-bedroom units, and 55 four-bedroom units. These will consist of 802 houses alongside 296 apartments in eight blocks of three to five storeys, plus 252 walk-up apartments rising three to four storeys. The site spans 119.5 acres adjoining Belcamp Hall off Malahide Road.

Beyond residences, the scheme incorporates essential community infrastructure. Plans feature a childcare facility, 1,650 square metres of non-residential space for retail, health, and recreational services, a reserved school site, a mobility hub, and a public plaza. Engineers also propose a new east-west distributor road and a bridge over the River Mayne to improve connectivity and access.

This initiative follows Glenveagh’s €130 million purchase of the Belcamp site from Gannon Homes earlier in the year. It replaces a prior Strategic Housing Development proposal by Gannon for 2,527 units, which was withdrawn in December of the previous year. Glenveagh pursues a 10-year planning permission timeline, aligning with their growth targets.

Company leadership expresses strong confidence in the project’s viability. Chief Executive Stephen Garvey stated the firm expects to deliver around 1,500 homebuilding units in full-year 2025. They aim to ramp up annual output to 1,900 units by 2027, supporting national efforts to boost housing supply.

Glenveagh continues active development across North Dublin. A separate Large Scale Residential Development plan for 398 units at Ballymastone in Donabate currently awaits a decision from Fingal County Council. These efforts underscore the builder’s commitment to addressing regional housing needs through strategic land acquisitions and comprehensive housing scheme approvals.

Stakeholders will monitor the application closely for potential considerations like An Bord Pleanála decision pathways if escalated, alongside evaluations for flood-risk development and environmental impact assessments. Such elements often influence outcomes in sizable projects near waterways like the River Mayne. The proposal’s inclusion of transport and community amenities positions it favorably for material contravention reviews if required.

Local residents and councils anticipate the Fingal County Council review process, which could shape Balbriggan’s future growth. Glenveagh’s focus on mixed-tenure housing and infrastructure integration reflects broader trends in Irish urban planning, where developers balance residential expansion with sustainable community design.

This North Dublin project joins Glenveagh’s wider portfolio, including partnerships elsewhere that advance cost-rental and social housing goals. As Ireland pushes for accelerated homebuilding, initiatives like this highlight the role of private developers in partnership with local authorities.
