Cardo’s Faskin Acquisition Shifts Planning Permission Dynamics

Planning Permission Angle As Cardo Buys Scottish Roofer Faskin Group

When a national repairs giant acquires a specialist roofer, planning permission stakes, housing delivery and local construction jobs all shift in subtle but important ways.

Cardo Group, a major UK and Ireland housing and public-sector building services provider, has acquired Scottish roofing contractor Faskin Group, adding a skilled local workforce and deeper roofing capability across its network. The deal folds one of Scotland’s best-known roofing businesses into Cardo’s portfolio while allowing Faskin to keep operating under its established leadership.

Paisley-based Faskin Group was founded in 2010 by Frank and Karen O’Hara and has grown into a trusted name in the Scottish roofing market, known for repeat business and long-standing client relationships. Under the acquisition terms, Frank and Karen will continue to lead the company through the integration phase, preserving local knowledge and on-the-ground delivery for existing and future construction and housing scheme approval projects.

Cardo, which began life as LCB Group in South Wales in 2012, has expanded rapidly through targeted acquisitions to become a leading player in social housing and public-sector maintenance across the UK and Ireland. Bringing Faskin into the group gives Cardo more in-house expertise for roof renewals, repairs and upgrades that often sit at the heart of complex planning permission programmes and material contravention assessments for regeneration schemes.

Cardo’s chief executive Liam Bevan said the move enhances national service delivery while reinforcing the group’s long-term investment in skilled local workforces. He highlighted Faskin’s reputation for quality, hands-on leadership and commitment to apprentices, positioning the deal as a way to support more public-sector clients on projects where environmental impact, building fabric performance and flood-risk development resilience are increasingly under scrutiny.

  • Acquisition brings Faskin’s specialist roofing skills into Cardo’s national service model, strengthening its offer on housing and public-sector projects.
  • Faskin keeps its brand and leadership through the integration period, maintaining continuity for Scottish clients and local authorities.
  • Cardo continues its buy-and-build strategy after significant recent growth, deepening capacity to deliver repairs and improvements that align with evolving planning and building standards across the UK and Ireland.

For planning and development watchers in Ireland and the UK, the transaction signals how building maintenance groups are consolidating to support larger programmes driven by retrofit, public-housing investment and An Bord Pleanála decision timelines. With roofing performance central to energy efficiency and building safety, the enlarged Cardo–Faskin platform is likely to feature more often in tenders where robust technical design and compliance are as critical as price.
