Dáil schedules motions on new planning and outdoor event licensing regulations

Dáil Éireann has scheduled motions regarding the referral and proposed approval of new Planning and Development regulations for exempted development and outdoor event licensing.

Dáil Éireann has set out its schedule for debating and voting on key planning and event licensing regulations.

On 14 July 2026, Minister of State at the Department of the Taoiseach, Deputy Mary Butler, moved the Order of Business in the 34th Dáil. The schedule details how the legislature will handle proposed regulations governing exempted developments and outdoor event licensing.

Parliamentary Process and Referral

Under the scheduled arrangements, the Dáil moved to discharge a previous order from 7 July 2026 regarding the referral motion. Instead, a revised motion to refer the proposed approval of the regulations to a Joint Committee was scheduled to be taken without debate.

Specifically, this referral process targets two upcoming sets of regulations:

  • The Planning and Development (Exempted Development (Act of 2000)) Regulations 2026
  • The Planning and Development (Licensing of Outdoor Events) Regulations 2026

Votes Scheduled for Wednesday

Following the committee referral steps, the Dáil scheduled formal motions for the proposed approval of both sets of regulations. These approval votes were scheduled as part of the Wednesday business agenda.

According to the Order of Business, both the motion for the Planning and Development (Exempted Development (Act of 2000)) Regulations 2026 and the motion for the Planning and Development (Licensing of Outdoor Events) Regulations 2026 are to be taken without debate, with any division claimed to be taken immediately.
