Dublin TDs Raise Planning Enforcement Concerns Over Local Cafes in Dáil Debate

Dublin TDs have raised concerns in the Dáil over Dublin City Council planning enforcement actions targeting two local businesses in Phibsborough and Stoneybatter.

Dublin City Council's planning enforcement actions against two local businesses in Dublin 7 have been raised in the Dáil by local deputies calling for a more collaborative approach to planning compliance.

During a Dáil debate, Deputy Gary Gannon and Deputy Daniel Ennis highlighted the cases of the Stay With Us café in Phibsborough and the Cowtown Market, located just off Stoneybatter on Prussia Street. Both deputies argued that these businesses had transformed formerly derelict sites plagued by dumping and antisocial behaviour into active community spaces.

According to Deputy Gannon, Dublin City Council has directed the businesses to remove their infrastructure because they did not meet planning standards. He questioned the council's focus on these sites, pointing to an apparent absence of enforcement at significant conservation buildings in the Dublin 7 area. Deputy Ennis added that forcing the closure of these spaces contradicts efforts to address dereliction and promote meanwhile use in Dublin city centre.

Responding on behalf of the Minister for Housing, Local Government and Heritage, Minister of State Christopher O'Sullivan outlined the legislative limits on government intervention. He stated that under section 30 of the Planning and Development Act 2000, the Minister is explicitly prohibited from exercising power or control over any specific case handled by a planning authority or An Coimisiún Pleanála.
