
Seanad motion calls for immediate publication of updated wind energy planning guidelines

A Seanad motion has urged the Government to immediately publish updated Wind Energy Development Guidelines to address ongoing planning uncertainty for rural communities.
A Seanad motion has called on the Government to immediately publish updated Wind Energy Development Guidelines to resolve planning uncertainty and establish clear rules on setback distances, noise, shadow flicker, and cumulative impacts.
During a debate on a motion to protect rural Ireland, Senator Joanne Collins highlighted the ongoing planning challenges faced by rural areas. Senator Collins noted that in County Limerick alone, six wind farm developments have been proposed, with two currently progressing through the planning process with An Coimisiún Pleanála.
The motion raised concerns over the pressure on productive agricultural land from competing uses and the lack of updated national wind energy guidelines. It called for strengthened planning policies to protect farming land and requested that any designation of projects as critical infrastructure must preserve planning independence and meaningful public consultation.
In proposing the motion, Senator Collins criticised a Government amendment to the motion and highlighted local anxieties in rural communities regarding the visual and environmental impacts of proposed turbine developments.
