When this matters most

You have a buildable site (Stage 2 sign-off) and need to convert it to a planning permission before you can apply for a mortgage drawdown or instruct detailed design.

When this doesn't apply

You're still choosing a site, or you've already got a granted (not just applied) planning permission.

Decision matrix

If: Site is inside the rural settlement boundary

Then: Standard 8-week decision usually. Drawings and design statement mandatory.

If: Site is outside the boundary

Then: Local-needs policy applies. You must prove a rural housing need (social, economic, or rural-generated).

If: Planning is refused

Then: You can appeal to An Bord Pleanála within 4 weeks. Fee is €220. Expect another 18 weeks.

If: Pre-application meeting with the planner shows a problem

Then: Amend drawings and re-lodge. Cheaper than appealing a refusal.

If: You're in Northern Ireland

Then: Different process. NI planning handled by your district council under the Planning Act (NI) 2011.
