Dáil Asked to Approve Seven Exempted Development and Outdoor Event Draft Regulations

Minister of State John Cummins has moved a motion for Dáil Éireann to approve seven separate draft exempted development regulations and new outdoor event licensing rules.

A series of new planning regulations have been put before Dáil Éireann for approval in draft form, covering several categories of exempted development and the licensing of outdoor events.

Minister of State at the Department of Housing, Local Government and Heritage, Deputy John Cummins, moved the motion to approve the draft measures. The legislative packages under consideration include:

  • Planning and Development (Exempted Development (Act of 2000)) Regulations 2026
  • Planning and Development (Exempted Development (Act of 2000)) (No. 2) Regulations 2026
  • Planning and Development (Exempted Development (Act of 2000)) (No. 3) Regulations 2026
  • Planning and Development (Exempted Development (Act of 2000)) (No. 4) Regulations 2026
  • Planning and Development (Exempted Development (Act of 2000)) (No. 5) Regulations 2026
  • Planning and Development (Exempted Development (Act of 2000)) (No. 6) Regulations 2026
  • Planning and Development (Exempted Development (Act of 2000)) (No. 7) Regulations 2026
  • Planning and Development (Licensing of Outdoor Events) Regulations 2026

Copies of these proposed regulations were formally laid in draft form before Dáil Éireann on 2 July 2026. This procedure is a necessary step before the regulations can be formally signed into law by the Minister.
