Dáil Debate Considers Planning Exemptions for Sports Club Changing Facilities
Wednesday 4 November 2026
A Dáil debate has examined proposals to introduce planning exemptions for small-scale changing rooms, toilets, and storage facilities at existing sports clubs.
The Government has been asked to introduce planning exemptions for modest changing rooms, toilets, and storage facilities at existing sports clubs.
Speaking in the Dáil, Deputy Shane Moynihan proposed creating planning exemptions for small-scale welfare and changing structures under 40 or 45 square metres on established club grounds. Moynihan stated that navigating standard planning applications adds considerable time, cost, and uncertainty for volunteer-run clubs seeking to upgrade basic amenities, especially for female participants and members with disabilities. He also asked the Department of Housing, Local Government and Heritage to examine engagement with local authorities and sports organisations regarding items such as ball walls and all-weather pitches.
Minister of State Kieran O'Donnell, replying on behalf of the Minister for Housing, Local Government and Heritage, James Browne, noted that planning consent is normally required to maintain public participation and third-party observation rights. However, O'Donnell outlined that under the Planning and Development Act 2000, as amended, exemptions are established where developments share uniformity and similarity, relieving the planning system from repeated assessments for proposals that would ordinarily secure approval.
