Dáil Debates Planning Exemptions for Sports Club Changing Facilities
Thursday 5 November 2026
A Dáil debate has addressed calls to introduce planning exemptions for small-scale changing rooms, toilets, and storage facilities at existing sports clubs.
The Dáil has debated whether to introduce planning exemptions for modest changing rooms, toilets, and storage at established sports clubs.
Speaking during a debate on planning issues, Deputy Shane Moynihan asked the Government to consider planning exemptions for developments under 40 or 45 square metres on existing club grounds. Deputy Moynihan argued that standard planning applications create time and cost burdens for volunteer-run clubs attempting to provide basic welfare, accessible facilities, and changing spaces for women and players with disabilities. He also asked about potential department engagement on facilities such as ball walls and all-weather pitches.
Responding on behalf of the Minister for Housing, Local Government and Heritage, Deputy James Browne, Minister of State Kieran O'Donnell outlined the statutory framework governing planning consent. O'Donnell stated that development normally requires consent to ensure public participation and third-party appeal rights to An Coimisiún Pleanála.
However, O'Donnell noted that exemptions under the Planning and Development Act 2000 are intended to relieve the planning system where developments display uniformity and would routinely obtain permission under standard assessment processes.
