Dáil refers seven new exempted development regulations and outdoor event licensing rules to Joint Committee

Dáil Éireann has referred seven draft exempted development regulations and new outdoor event licensing rules for 2026 to the Joint Committee on Housing, Local Government and Heritage.

Dáil Éireann has referred several sets of draft planning regulations to the Joint Committee on Housing, Local Government and Heritage for consideration.

The motion was brought forward on 14 July 2026 by Deputy John Cummins, the Minister of State at the Department of Housing, Local Government and Heritage.

Under the approved motion, the proposals to approve the draft regulations have been referred to the Joint Committee in accordance with parliamentary standing orders. The committee is required to send a message back to the Dáil regarding the drafts.

The referral covers the following draft measures:

  • Planning and Development (Exempted Development (Act of 2000)) Regulations 2026 (spanning parts 1 through 7)
  • Planning and Development (Licensing of Outdoor Events) Regulations 2026

Copies of these draft regulations were formally laid before Dáil Éireann on 2 July and 14 July 2026.
