Dublin City Council Appoints Contractor for New Parnell Square City Library Project

Thursday 13 August 2026

Dublin City Council has appointed Purcell Construction Limited as the main contractor for Phase 1 of the new Parnell Square City Library project.

Dublin City Council has appointed Purcell Construction Limited as the main contractor for the first phase of the new Dublin City Library project.

This phase of the development will focus on Parnell Square North, delivering a new five-storey library building spanning more than 6,100 square metres. The contract also includes conservation and renewal works on the historic Georgian terrace located at Nos. 23–28 Parnell Square North, which includes a complete refurbishment of No. 26.

In addition to the library construction and heritage conservation, the project involves major upgrades to the 1930s wing of the Hugh Lane Gallery. A direct internal link will be established through Charlemont House to create a physical connection between the gallery and the new library facility.

Once completed, the new Parnell Square facility will replace the existing Central Library currently located at the Ilac Centre, serving as a modern civic space and supporting the broader regeneration of Dublin's north inner city.
