Government Infrastructure Plans Target Transport and Housing Bottlenecks

Friday 10 July 2026

Irish infrastructure planning faces ongoing challenges in balancing long-term funding with short-term political cycles, despite major investment frameworks.

National infrastructure planning in Ireland continues to face significant delivery challenges due to the tension between long-term development needs and short-term political cycles.

Historically, infrastructure development across Ireland has struggled to match the pace of economic growth. This has resulted in persistent housing shortages, public transport bottlenecks, and traffic congestion in major urban centres including Dublin, Cork, and Galway. Conversely, rural regions continue to experience deficits in connectivity and access to critical services, while climate change risks such as flooding and extreme weather threaten existing systems.

To address these structural issues, the Government has established several major policy frameworks. These include Project Ireland 2040, the National Development Plan Review 2025, and the Revised National Development Plan 2026-2030. These initiatives outline multi-billion-euro investment strategies targeting housing, transport, water, energy, and digital networks to foster more balanced regional development.
