The Irish Government’s housing plan for 2025-2030 mandates that at least 25 percent of new social and affordable homes use Modern Methods of Construction.
The Irish Government's housing plan, 'Delivering Homes, Building Communities 2025-2030,' has set a definitive target requiring at least 25% of all new social and affordable homes to be delivered using Modern Methods of Construction (MMC).
The strategy identifies increasing construction sector capacity and adopting MMC as critical steps to boosting housing delivery. To address the sector's current skills gap, the plan commits to expanding the pipeline of skilled workers. This includes a specific target of 12,500 new apprentices per annum by 2030, alongside efforts to import skilled labour.
To support this transition, the plan introduces pathways for MMC-specific education, including MMC Essentials and technician certifications. Standardized housing design will also be promoted under the policy.
Additionally, the strategy outlines measures to align education and training with industry needs, emphasizing lean construction practices, digitalisation, and procurement reform to improve efficiency and encourage participation from small and medium enterprises (SMEs). The plan relies on enhanced collaboration between government, industry, and academia to achieve these development targets.
