Industry Figures Warn Policy Changes Could Slow Irish Housing Construction

Tuesday 3 November 2026

Housing sector figures, including developer Ingram Homes, charities Clúid and Focus Ireland, and Deloitte, have warned that recent government changes could increase building costs and reduce delivery.

Housing sector figures have warned that recent government policy announcements could increase development costs and lead to a downturn in new home construction.

Speaking on the *State of Affairs* podcast, Ingram Homes chairman and former government minister Ivan Yates cautioned that recent policy changes introduced by Housing Minister James Browne risk causing a construction slump after next year. Yates acknowledged that progress had been made over the preceding 18 months, but stated that concern is spreading among residential builders.

The warnings follow similar concerns voiced across the wider housing sector by charities Clúid and Focus Ireland, as well as consultancy firm Deloitte. Industry participants caution that recent policy tweaks will increase the expense of financing and building new housing estates and apartment schemes.

Current sector projections anticipate approximately 40,000 homes will be completed by the end of the year, with a minor increase projected thereafter before the warned slowdown could take effect.
