Ireland leading Europe in per-capita home construction rates

Wednesday 2 September 2026

Ireland is building homes at more than double the European average per capita, though historical supply deficits remain, a new report shows.

Ireland is building new homes at the fastest per-capita rate in Europe, according to a report by Goodbody for developer Glenveagh.

The research reveals that Ireland is currently producing 7.2 homes per 1,000 people, which is more than double the European average of 3 homes per 1,000 people. Portugal ranks as the next highest country with an output of 5.8 homes per 1,000 people, while Ireland's housing delivery rate is approximately three times that of the UK.

According to the report, Ireland is projected to retain this leading European position over the coming years. Goodbody forecasts that Irish housing output will rise to 7.7 units per 1,000 people in 2027, before increasing further to 8.3 units per 1,000 people in 2028.

However, the report notes that this rapid pace of construction occurs alongside a domestic housing market still recovering from more than a decade of insufficient supply. This historical deficit, combined with ongoing population growth, continues to fuel high demand for new homes across the country.
