LDA Projected to Become Ireland's Largest Homebuilder by 2028

The Land Development Agency is on track to become the state's largest housing producer by 2028, backed by a 27,000-home pipeline and billions in funding.
The Land Development Agency (LDA) is projected to become Ireland's largest homebuilder by 2028, supported by a pipeline of close to 27,000 homes.
The state-backed affordable housing delivery body is expected to scale up its annual output to more than 2,500 homes by 2027, with production rising to more than 3,000 homes in 2028.
To finance this increased activity, the LDA has been granted access to up to €8.75 billion in State funding. The agency also plans to borrow up to €1 billion from the European Investment Bank to support its development programme.
Rather than employing an in-house construction workforce, the LDA delivers homes through partnerships with private developers and contractors. This delivery model is carried out on State-owned or acquired land, as well as through partnerships with private homebuilders under the Project Tosaigh initiative.
