Tipperary lodges September's only council CPO application to An Coimisiún Pleanála

Sunday 18 October 2026

Tipperary County Council was the sole local authority to submit a compulsory purchase order application to An Coimisiún Pleanála in September.

Tipperary County Council lodged the only local authority compulsory purchase order application submitted to An Coimisiún Pleanála during September.

The application seeks to compulsorily acquire a site at Glen Court in Emly, encompassing 24 vacant houses. Across the State, these 24 properties represented the only units subject to a council CPO application brought before the planning commission that month.

Under statutory procedures, local authorities can apply to An Coimisiún Pleanála to execute a compulsory purchase when an objection is lodged against a council's acquisition attempt. The Housing Act empowers councils to use compulsory acquisition powers for vacant homes.

In addition to compulsory acquisition mechanisms, legislation introduced in 1990 requires every local authority to maintain a Derelict Sites Register. That framework levies an annual charge of 7% of a property's market value on designated sites until dereliction is resolved.
