Tullow housing dispute resolved to deliver 48 social homes
Thursday 3 September 2026
An agreement between Carlow County Council, CHI, and developer BHA Construction will see all 48 homes in a Tullow estate allocated to social housing after a rising costs dispute.
An agreement has been reached to secure all 48 homes in a new Co Carlow housing estate for social housing after a cost dispute.
The newly built estate in Tullow had initially been destined for social housing. However, developer BHA Construction subsequently shifted half of the homes to the private market, citing sharply rising construction costs associated with the €14 million project. The decision, which came to light in June, led to dismay among those waiting on the local housing list.
Following the change, negotiations commenced to resolve the issue. The discussions involved the developer, Approved Housing Body Co-operative Housing Ireland (CHI), Carlow County Council, and the Housing Agency, with the Department of Housing also contacting the local authority.
CHI confirmed that an agreement has now been reached between the parties to ensure the delivery of all 48 homes this year for people on the housing waiting list. Under the confirmed agreement, the homes are expected to be occupied by council tenants by late November.
