Construct a new dwelling house and domestic garage, effluent treatment system and tertiary treatment system together with new site entrance, ancillary site services and associated site works. Following a requirement of the planning authority an nis will be submitted to the planning authority in connection with the application. The nis will be available for inspection or purchase at a fee not exceeding the reasonable cost of making a copy at the offices of the planning authority during it's public opening hours. A submission or observation in relation to the application may be made to the authority in writing on payment of the prescribed fee within a period of 5 weeks beginning on the date of receipt by the authority of the application
