  4. 4 Message from Cllr Gillian Coughlan Mayor of the County of Cork On behalf of the Elected Members of Cork County Council, it is with great pride that I introduce the Cork County Development Plan, 2022. While this Plan builds on the strengths of previous plans, it is unique in a number of aspects as it not only replaces the current County Development Plan but also the 8 Municipal District Local Area Plans as well as the 9 former Town Council Town Development Plans. Therefore, this new Plan sets out, in one complete set, the statutory planning policy for the entire county over the next 6 years. This Plan will provide for the development of Cork County as an attractive, competitive and sustainable place to live, visit and do business, where the quality of its economy, natural and built environment, culture and the strength and viability of its rural and urban communities are to the highest standards. Our aim in this Plan is to deliver sustainable urban and rural communities across the county to ensure a better quality of life for all making Cork County the most attractive place to live, work and invest in. Mayor of the County of Cork, Cllr Gillian Coughlan June 2022 Message from Tim Lucey Chief Executive Cork County Council The County Development Plan sets out Cork County Council’s overall strategy for the proper planning and sustainable development of Cork County with the associated planning policies looking towards the horizon year of 2028. This Plan is the first of three Plans to 2040, which will help to deliver the targets set out in the National Planning Framework and the Regional Spatial and Economic Strategy for the Southern Region. This Plan provides an ambitious and balanced vision for the future of Cork County up to 2028, planning for a population growth of 59,000 together with enabling the orderly delivery of 22,600 housing units while supporting commercial and social services. The population growth and necessary housing units will be delivered across the entire county, at appropriate locations in County Metropolitan Cork, the Ring and County Towns, Key Villages, Villages and Rural Areas ensuring the delivery of sustainable growth in our rural and urban communities. Critically, the Plan sets out to deliver employment led growth by delivering 35,500 jobs in rural and urban areas. I wish to express my appreciation to our Mayor, the Elected Members of Cork County Council, members of the Council’s Executive, in particular to the staff of the Planning Policy Unit, and most importantly to the people of Cork County who made submissions during the course of preparation of the Plan. I am confident that this Cork County Development Plan 2022 provides the framework for the future development of our county. Chief Executive Cork County Council, Tim Lucey June 2022
