Detailed policies in relation to works affecting such structures are set out in Chapter 11 of the County Development Plan.
  2. County Donegal Development Plan 2024-2030 (As Varied) 510 Chapter 20 Bundoran Area Plan 20.13 Flooding The Strategic Flood Risk Assessment prepared in support of the Bundoran Area Plan has identified certain areas within the plan boundary as being at risk of flooding, most notably (i.) an area on the eastern side of the town at Drumacrin/Finner, (ii.) a corridor adjoining the River Bradoge, which has its estuary in the town centre and (iii.) an area to the immediate north of the N15 bypass road. Where areas of potential significant flood risk (i.e. Flood Zone A or B52) exist in particular locations that might otherwise have allowed for highly vulnerable development (e.g. a ‘New Residential’ area), an ‘Open Space and Recreation’ zoning has been put in place, thereby only allowing for development deemed to be ‘water compatible’ and therefore not at significant risk from flooding. Where development deemed to be ‘less vulnerable’ to flooding is concerned, the Planning Authority will manage risk via the implementation of the policy framework set out in Section 8.4 of the CDP, thus ensuring compliance with the provisions of the ‘Planning System and Flood Risk Management Guidelines’ and providing for effective adaptation to the increasing threat of flood risk on foot of climate change. 52 Flood Zone A is defined in the Planning System and Flood Risk Management Guidelines as being where the probability of flooding from rivers and the sea is highest (greater than 1% or 1 in 100 for river flooding or 0.5% or 1 in 200 for coastal flooding). Flood Zone B is defined as being where the probability of flooding from rivers and the sea is moderate (between 0.1% or 1 in 1000 and 1% or 1 in 100 for river flooding and between 0.1% or 1 in 1000 year and 0.5% or 1 in 200 for coastal flooding).

The town benefits from strong road links with both the rest of the western seaboard (via the N56 National Secondary Road), and also the eastern part of the county (via both the R252 and R254 Regional Roads). An Clochán Liath is served by a healthy town centre and is also home to a strong public services presence in the form of educational institutions (Rosses Community School and St. Cronan’s National School); municipal services located at the Donegal County Council Glenties Municipal District Public Services Centre; and the An Clochán Liath Community Hospital. The town is an important tourist destination both as an attraction itself and as a centre from which the broader Rosses area and beyond can be explored. The town is the largest settlement in the Rosses area. The tourism sector has been boosted in the past decade by the Wild Atlantic Way initiative. The position of the town has been further strengthened by the newly commissioned public effluent treatment works. An Clochán Liath has a strong Gaeltacht heritage. This is reflected in its designation as a Gaeltacht Service Town under the Gaeltacht Act, 2012. A Gaelic Language Plan has recently been published for An Clochan Liath. All of these key assets of the town are reflected in its identification by Donegal County Council as a strategic town with a special economic function in the CDP. The special functions identified include: • County Growth Driver (one of five), • Population growth of 402 inhabitants to a population of 1,649 by 2030, • Gaeltacht Service Town. The CDP also identifies the following in relation to An Clochan Liath: • €121,905 has been secured for enhancement of the town centre improving biodiversity, accessibility, walkability, colour, vibrancy, visual amenity, and the public realm as part of a Town & Village Renewal Scheme, • A Key Transportation Improvement Project for the N56 National Road between An Clochán Liath and Glenties is now fundamentally completed and the upgrade included the provision of a greenway between the two towns, • The An Clochán Liath Wastewater Treatment Capacity Improvement Project has been completed, • The CDP Core Strategy provides for a 151 Unit Housing Allocation until 2030, • There is a demand for 54 social dwellings, • The An Clochán Liath River Walk as a designated recreational walkway.

Another important asset of the town should also be noted: the presence of the Randox Research and Development Laboratory located on the north-western edge of the town. The company is a major employer for the area and this Town Area Plan maintains the identification (as per the previous Local Area Plan) of additional lands adjacent to the Randox complex for similar forms of development to build on the success of that company and other businesses located in that area. The waterfront area of the town located between the Main Street (and its associated backland area) and the shoreline, though already partly developed for recreational and parking uses, presents significant potential for town centre enhancement. Of note is that the Regeneration and Development Team within the Local Authority published a Regeneration Strategy for An Clochán Liath in September 2022, based on views and comments of the Local Community expressed over the course of extensive public consultation. The Regeneration Strategy includes a Town Centre Masterplan which is detailed and comprehensive. An Clochán Liath has struggled for a long time with traffic flows at the bottle neck at the junction between Main Street & the R259 (known as Mulhern’s Corner) and this is one of several issues tackled in the Masterplan. The Council has acquired this corner of land and there are plans to demolish the building and provide an improved junction and a public realm area in that space. Funding has been awarded and a tender package for design services is currently being prepared. This Plan includes an objective to implement the Regeneration Strategy and thus give it a stronger statutory footing to aid and guide the proper planning and development of the town. The public consultation exercise conducted as part of the preparation of this Area Plan established a local consensus that the Town Area Plan should focus on maintaining the general function and role of the town as a key service and tourism town. This outlook is broadly consistent with the “Growth Driver” function of the town as identified in the CDP and referred to above. The Town Area Plan therefore focuses on this objective whilst providing for additional growth to, inter alia, provide for compliance with the housing land supply requirements for the town identified in the CDP.

Only Water/Wastewater Service works being carried out by Uisce Éireann shall be considered in the Marina land use category. 21.5 The Urban Core & Regeneration Notwithstanding the generally positive and vibrant town centre experience in An Clochán Liath, it must also be noted that there is also a vacancy rate of approximately 25% of the building stock at ground floor level. There is a need to reduce this statistic and thereby add to the vibrancy of the town to focus on maintaining and enhancing the general function and role of the town as a key service and tourism destination. This Town Area Plan identifies the following measures to provide a planning policy framework for doing so: 1. Retention of the previously identified limited town centre area, to direct and encourage prospective investors to consider locating in the town centre area in the first instance. Whilst the investments made in the eastern side of the town by the multiple retailers are welcome, it is probably the case that these developments leave little or no capacity for similar types of development away from the town centre core. 2. The introduction of traffic congestion alleviation measures to aid the flow of traffic into and out of the town centre core. The junction of Main Street and Carnmore Road is a difficult and restricted junction that places a major constraint on the free flow of traffic around the town centre core. This issue, and the broader issue of traffic flow around the main town road arteries generally is addressed in Section 21.7 Transport and Sustainable Mobility. 3. The Main Street has benefitted from environmental improvements over the past decade. Notwithstanding, the situation could be improved further in terms of, inter alia, removal of street clutter, provision of improved street furniture and possibly the reconfiguration of on-street parking and pedestrian arrangements. 4. Completion of the development of the shorefront area together with suitable pedestrian links to Main Street. 5. Requirement for the use of traditional shop front designs in the town centre for future developments in the town that will be high quality in terms of design, colour and materials and that respect the individual architectural characteristics of An Clochán Liath. 6. Provision of useable pedestrian links connecting the commercial core area of Main Street in the town centre where services are readily available to the shorefront public amenity area and the Riverwalk Amenity area. An Clochán Liath Town Centre Regeneration Strategy & Action Plan (TCRSAP), including the An Clochán Liath Town Centre Masterplan, was produced by private Architectural Consultants on behalf of Donegal County Council following extensive public consultation. The non-statutory TCRSAP was produced in September 2022. This Town Area Plan presents the opportunity to give the TCRSAP sufficient reference to facilitate the realization of a Regeneration Strategy for the Town Centre of An Clochán Liath, which builds on an ambition and vision for the town to realize its full potential as a magnet that draws and keeps people there. The Strategy is a multi-faceted project to deliver placebased change for the urban core of An Clochán Liath.
