- 12.23 Architectural Conservation and Archaeology 45 Department of the Arts, Heritage and the Gaeltacht, 2011 PROTECTED STRUCTURES When making a planning application for permission to restore, refurbish, demolish, develop or change of use of protected structures and other buildings of significant heritage interest the following information should be submitted with each application: g An Architectural Assessment Report as per the Architectural Heritage Protection Guidelines for Planning Authorities45; g A comprehensive schedule of proposed work as per the above guidelines. ARCHITECTURAL CONSERVATION AREAS (ACAS) In the assessment of applications for development within an Architectural Conservation Area, primary guidance will be taken from Architectural Heritage Protection Guidelines for Planning Authorities. Proposals for development within an ACA that involves a new building, reuse or change of use and extensions will generally be required to: g Conserve and enhance the character and appearance of the ACA; g Respect the scale, massing, proportions, design and materials of existing structures; g Retain important exterior architectural features that contribute to the character and appearance of the ACA. The demolition of a building within an ACA will generally not be permitted unless the Council is satisfied that the structure or building does not contribute positively to the character or appearance of the ACA or the building /structure is beyond viable renewal. AREAS OF ARCHAEOLOGICAL POTENTIAL When considering development proposals within Areas of Archaeological Potential and on, or in close proximity to, sites of known archaeological significance, the Council will have regard to the provisions of Section 12 of the National Monuments (Amendment) Act, 1994, or as may be amended from time to time. - 12.24 Roads and Transportation 46 Transport Infrastructure Ireland, 2012 SMARTER TRAVEL Smarter Travel promotes the use of sustainable forms of travel such as cycling, walking and public transport. All developments shall incorporate provisions for smarter travel. The type and size of the development will determine the provisions required. Large developments will require provision to be made for public transport, where available. WORKPLACE TRAVEL PLANS Work Place Travel Plans (Mobility Management Plans) seek to reduce the demand for the car by increasing the attractiveness of alternative modes of transport. Developments that will generate significant trip demand such as new schools or developments with in excess of 100 employees will be required as part of a planning application, to prepare a Work Place Travel Plan. Other considerations, which may trigger the requirement for these Plans, include the location of the development e.g. town centre, the employment type, and the shift pattern associated with the development. The requirement for the preparation of a Work Place Travel Plan for such developments will be considered on a case-by-case basis. The Work Place Travel Plan shall include measures to promote a modal shift towards public transport, walking, cycling in addition to car sharing and flexible working if feasible. This can be achieved by providing facilities such as showers, locker rooms, and cycle parking for walkers and cyclists, the promotion of car sharing between employees, and providing information in relation to public transport availability and walking and cycling routes. The following information should be provided with any Work Place Travel Plan: g Details of vehicular and cyclist parking provision; g Links between the development and public transport; g Cyclist and pedestrian facilities; g How the needs of people with impaired mobility will be met; and g How people will be encouraged to use sustainable modes of transport ACCESS ONTO NATIONAL ROADS The creation of new access points or the generation of increased traff ic f rom existing accesses to national roads to which a speed limit of greater than 60 km/h applies shall not be permitted, in line with National Policy outlined in the Spatial Planning and National Roads Guidelines for Planning Authorities46. The guidelines also provide for a limited level of access between the 50km/h zone and 60 km/h zone to facilitate orderly development. Access to national roads with 50km/h speed limits will be considered subject to normal road safety, traffic management and urban design criteria. 192Roscommon County Development Plan 2022-2028 – Volume I192 Chapter 12: Development Management Standards
- ACCESSIBILITY AND SIGHT LINES Safe unobstructed sight distances should be provided and maintained thereafter from vehicular entrances onto the road network. Sight lines shall be provided as follows: Figure 12.4: Sight Distance Requirements Visibility splays for Local Roads will be determined on a site-specific basis subject to traffic safety. In general, only the minimum interference with existing roadside boundaries and hedges shall be permitted. Planning applications shall also include third party consent letters and accompanying Land Registry Maps for sight distance triangles, if applicable. A legally binding agreement shall be signed by both parties all parties where there is a transfer of land, or where the physical movement of a boundary is necessary to achieve the required sightlines. New rural entrances should not be located within the following distances of junctions: g National Primary Roads 150 metres g National Secondary Roads 100 metres g Regional Roads 100 metres g Local Primary Roads 40m Where the above criteria in terms of sightlines or distance from junctions cannot be met, a safety audit should be submitted to justify reductions. CAR PARKING STANDARDS The purpose and application of parking standards is to ensure that when assessing development proposals, consideration is given to the accommodation of vehicles that will potentially be generated by the development proposed in accordance with national and regional policy objectives and to facilitate a modal shift towards more sustainable forms of transport. It is generally required that residential, commercial, enterprise and employment developments or otherwise, comply with the parking standards detailed below. However, a reduction in the standard of car parking provision in town centre areas will also be considered. Additionally, where a realistic and achievable smarter travel plan can be implemented, a reduction in car parking space requirements may be considered.
