Dublin d01 xr67. The building is a protected structure - rps 6021 and in an architectural conservation area. The change of use consists of change from a bank and associated offices and storage use to restaurant / bar and associated kitchen, toilets and storage use at ground floor and part of the basement with residential use consisting of 20 no. One bedroom studio apartments on upper floors, 1st, 2nd & 3rd floors respectively, with associated storage use in part of the basement. The residential use is to be accessed from an existing entrance off parnell street with bicycle and storage facilities serving the residential use at basement level. The restaurant /bar use is to be accessed off an existing entrance off o'connell street upper, a new entrance off o'connell street upper and an existing entrance at the junction of o'connell street upper and parnell street with storage and staff facilities, including bicycle storage, at basement level. The extensions and alterations are to consist of the extension and remodelling of the existing 20th century stairs and lift to the rear of the building, extensions within the footprint of the building to accommodate residential use at third floor level and a new mezzanine floor between the ground and first floor to serve the proposed restaurant / bar, the removal of 3 no existing 20th century staircases and number of internal walls at each level to facilitate the restaurant / bar and residential use.
