  1. County Donegal Development Plan 2024-2030 (As Varied) 629 Chapter 24 Carn Domhnach/Carndonagh Area Plan Domhnach/Carndonagh: Transport 37.7%, Residential 30.7%, and Non-Residential 25.1%62. In particular, this plan assists a number of the Opportunities identified for the Carn Domhnach/Carndonagh DZ in the following manner: Table 24.2 Area Plan Actions Assisting Carndonagh Decarbonising Zone Theme Opportunity Related Action in the Carn Domhnach/Carndonagh Area Plan DZ TR To support sustainable travel initiatives in the DZ • Promotion of a compact/consolidated development form which minimises walking and cycling distances between residential areas and key services. • Provision of new and enhanced walking, cycling, and public transport infrastructure (e.g. new/enhanced footpaths, pedestrian crossing, cycle lanes, Riverside paths, bus stops etc.) as identified in the Local Transport Plan. DZ NE To support development of the ECO Inishowen network. Facilitation of the Barrack Hill Wetland Way including urban wetland which will facilitate carbon sequestration and flood attenuation. DZ SRM To support local & national sustainable resource initiatives e.g. circular economy, reducing single use items, water conservation, food waste initiatives etc. Promotion of the refurbishment/re-use of town centre properties as an alternative to demolition and replacement. Carn Domhnach/Carndonagh also boasts a rich historical/built heritage including, for example: • Archaeology: including St Patricks High/Donagh Cross and Associated Stone Structures, Donagh Parish Church and graveyard (which are classified as National Monuments), and a Megalithic Tomb, Ecclesiastical Enclosure, Souterrain etc. • Architectural: Record of Protected Structures including The Church of the Sacred Heart, Donagh Parish Church (Church Street) and John Colgan Memorial Hall (Chapel Street), and structures on the National Inventory of Architectural Heritage including, for example, Carn Domhnach/Carndonagh Wesleyan Chapel (Bridge Street), McDonough and Co. Ltd Department Store (the Diamond), and Carn Domhnach/Carndonagh Court House and the thatched cottage on Pound Street. Collectively these structures and features represent a crucial historical and cultural resource and form a fundamental part of Carn Domhnach/Carndonagh’s sense of place and identity which are therefore deserving of protection and enhancement in accordance with the suite of specific polices already detailed within Chapter 11 of this plan. In addition, public consultation carried out as part of the plan indicated strong support for the renovation of historical buildings (e.g. the Court House, Colgan Resource Centre and Montay’s Factory) as vibrant spaces for the community, tourism, enterprise use and this is supported by Policy CN-CERH-P-1 below. The existing Carndonagh Garda station is located on a small site on the Malin Road, serves Carndonagh and a significant rural hinterland but has limited facilities. The provision of a new Garda station with adequate facilities on a suitable, accessible and socially inclusive site would provide a significant improvement in the delivery of this essential community service and is therefore supported by the objective below. 62 Baseline Emissions Inventory, Carndonagh Decarbonisation Zone, Bable and DCC, 2023
  2. County Donegal Development Plan 2024-2030 (As Varied) 630 Chapter 24 Carn Domhnach/Carndonagh Area Plan The Area Plan would facilitate the provision of a primary health care centre (as a community development) on Opportunity Sites 1,2,3,4,6 and 7, the Community zoning south of St Patrick’s Girls NS, within the Urban Core and within the Carndonagh Community Hospital Site. In view of the overall trend toward community care and co-located services within healthcare and the overall need for enhanced primary care facilities in north Inishowen, Policy CN-CERH-P-6 supports facilities which provide for the further expansion of the Enhanced Community Care Programme under Slaine Care. Objectives CN-CERH-O-1 Provide: • A Riverside Walkway/Cycleway along the Donagh River incorporating existing riverside paths and bridge over the River, the riverside walkways within the new residential developments on the Quigleys Point Road and an additional crossing points across the River (as appropriate). • An east/west active travel/recreational linkage between the Barrack Hill Town Park and the Springfield Estate/Carrowreagh Road area. The above shall be subject to the requirements of the Habitats Directive. CN-CERH-O-2 Support the delivery of the Barack Hill Urban Wetland Way Project inclusive of riparian Corridor, urban Wetland, and recreational Walkway. CN-CERH-O-3 Support the provision of additional recreational, sporting, community, and biodiversity amenities at the Barrack Hill Town Park subject to further public consultation and funding availability. CN-CERH-O-4 Support the provision of a general-purpose Community Centre capable offering/providing a range of child/youth services, indoor and outdoor sporting facilities, specialist facilities for disabled persons, hydrotherapy facilities, and meeting space for community groups and older persons. CN-CERH-O-5 Protect Carn Domhnach/Carndonagh’s rich archaeological and architectural heritage in accordance with the related policies of the County Development Plan 2024-2030. CN-CERH-O-6 Deliver the Inishowen Greenway project including the Buncrana to Carn Domhnach/Carndonagh and the Carn Domhnach/Carndonagh to Inishowen Sections of said project. CN-CERH-O-7 Deliver a new Garda Station with adequate facilities on a suitable, accessible and socially inclusive site. Policies CN-CERH-P-1 Reserve the route for a Riverside Walk along the Donagh River, the east/west recreational link between Barrack Hill Town Park and the Springfield Estate/Carrowreagh Road area, and the other active travel/recreational linkages
  3. County Donegal Development Plan 2024-2030 (As Varied) 631 Chapter 24 Carn Domhnach/Carndonagh Area Plan identified in the Carn Domhnach/Carndonagh Land Use Zoning Map, subject to the requirements of the Habitats Directive. CN-CERH-P-2 Favourably consider the provision of community, education, or sporting facilities on the Community Site immediately to the south of the St Patrick Girls National School. CN-CERH-P-3 Facilitate the development of the Inishowen Greenway project including by reserving/protecting the finalised proposed Greenway route(s) and not permitting other developments which would prejudice the delivery of the project. CN-CERH-P-4 Positively support the provision of housing for Older Persons/ a retirement village within land zoned New Residential Phase 1, Opportunity Sites (which facilitate residential development), Community, and Urban Core zonings. CN-CERH-P-5 Positively facilitate the sensitive reutilisation/refurbishment of Carn Domhnach/Carndonagh’s historic buildings, including Carndonagh Courthouse, for tourism, community or enterprise uses (including the reinstatement of court services at the Courthouse) subject to the architectural protection policies of the wider development plan. CN-CERH-P-6 Support facilities which provide for the further expansion of the Enhanced Community Care Programme under Slainte Care. 24.12 Opportunity Sites Several Opportunity sites have been identified which can fulfil a variety of roles including residential, commercial, tourism, retail, warehousing, community, cultural, or recreational uses by reason of their location, scale, characteristics or environmental characteristics. Opportunity Site 1: To the North of the R244 This large, gently sloping, strategically located, accessible and developable site, currently consists of agricultural fields, benefits from road frontage and a continuous footpath along the R244 and is serviced by a watermains along said road and a mains sewer which runs along the eastern and northern site boundaries. The site lies adjacent, and within walking distance of, the town centre and local retail services and does not adjoin any multiple residential development. However, there are no pedestrian crossing on the adjoining stretch of the R244. On the basis of its strategic location and serviced nature, it is considered that the site would be inherently suitable for a range of potential uses including large scale commercial, tourism (e.g. hotel) development or sports/community uses and a flexible Opportunity Site planning framework is therefore appropriate. The site would also be suitable for future residential development and as such is identified for Residential Phase 2 development in the context of the release of Phase 2 lands for residential development by the Planning Authority.
  4. County Donegal Development Plan 2024-2030 (As Varied) 632 Chapter 24 Carn Domhnach/Carndonagh Area Plan CN-OPP-P-1 Consider development proposals for commercial (excluding motor sales), tourism, community, cultural, sports related development, or residential development (subject to the release of Phase 2 Residential lands by the Planning Authority), on Opportunity Site 1 subject to the following requirements. • Any commercial or tourism development shall provide adequate landscaping/screening proposals between said uses and any residential development on adjoining lands. • Any tourism, community, cultural, sports or residential proposals shall provide for a raised table and uncontrolled pedestrian crossing and associated advance warning signage on the R244 regional road. • Any community, sports, tourism, cultural or residential developments shall provide for, and any other developments shall reserve a route for, a safe, coherent, direct, attractive, and comfortable active travel linkage between site NR 1.2 on the Malin Road and the R244 regional road as detailed on the land use zoning map. • Cultural developments may be considered on Opportunity Site 1 in accordance with Policy CC-P-1. Opportunity Site 2: To the North of the R244 and East of the R238 This relatively flat, accessible, serviced, and developable site lies adjacent to Carndonagh’s urban core and adjoins the R244 regional road. The site currently consists of 2 rectangular agricultural fields and adjoins residential development to the west/southwest. The site is serviced by a watermains and mains sewer along the R244. The site lies adjacent, and within easy walking distance of, the town centre and local retail services. However, there are no pedestrian crossing on the adjoining stretch of the R244. On the basis of it’s strategic, serviced and highly accessible nature the site would be inherently suitable for a range of potential uses including residential, commercial, tourism (e.g. hotel) or community, cultural, sports related development and a flexible Opportunity Site planning framework is therefore appropriate. CN-OPP-P-2 Consider development proposals for residential, commercial (excluding motor sales), tourism, community, cultural, and sports related development on Opportunity Site 2 subject to the following requirements. • Any commercial, tourism, or community development shall provide adequate landscaping/screening proposals between said uses and any residential development on adjoining lands. • Any residential, tourism, community, cultural, or sports proposals shall provide, for: o A raised table and uncontrolled pedestrian crossing across, and associated advance warning signage on, the R244 regional road. o A safe, coherent, direct, attractive, and comfortable active travel linkage between site NR 1.2 on the Malin Road and the R244 regional road as an integral part of the development. o A safe, coherent, direct, attractive, and comfortable active travel linkage between onto the R238 Malin Road utilising the existing access point from the site onto said road, as detailed on the land use zoning map as an integral part of the development.
  5. County Donegal Development Plan 2024-2030 (As Varied) 633 Chapter 24 Carn Domhnach/Carndonagh Area Plan • No development shall be permitted which blocks the vehicular/pedestrian access points into the site. • Cultural developments may be considered on Opportunity Site 2 in accordance with Policy CC-P-1. Opportunity Site 3: Between the R244 and the L-1271-1 This relatively large, gently sloping, highly accessible and serviced site is located immediately to the east of the town centre and enjoys dual road frontage on both the R244 to the north and the L-1271-1 to the south, is serviced by watermains on both said roads, a public sewer on the northeastern portion of the site, and a footpath along the R244. However, there is currently no footpath on the southern site frontage. The site is bounded by residential and commercial development to the west and the Inishowen Co-op on a one-off dwelling to the east. Based on the above characteristics, it is considered that the site would be suitable for either residential, commercial, community, cultural, or tourism development and a flexible zoning approach is therefore warranted. In addition, the development of the site also presents a strategic opportunity to create an active travel link between the R244 to the north and the L-1277-1 to the south through the site thus considerably enhancing permeability in the area. CN-OPP-P-3 Consider development proposals for residential, commercial (excluding motor sales), community, cultural, or tourism development on Opportunity Site 3 subject to the following requirements. • Any commercial or tourism development shall provide adequate landscaping/screening proposals between said uses and any proposed residential development on the site or on adjoining lands. • Any residential, community, cultural, or tourism, proposals shall provide for, and other developments shall reserve a route for a safe, coherent, direct, attractive, and comfortable north/south active travel linkage through the site between the R244 and the L-1271 as detailed on the land use zoning map. • Any residential, community, cultural, or tourism, proposals shall provide a continuous footpath along the entirety of the road frontage of Opp Site 3 on the L-1271-1 to link with the existing footpaths. Any other development proposals shall provide for a footpath for at least the associated development site frontage on the L-1271-1. • Any residential, community, cultural, or tourism, proposals shall provide a raised table, uncontrolled pedestrian crossing and associated advance warning signage across both the R244 and the L-1271.
  6. County Donegal Development Plan 2024-2030 (As Varied) 634 Chapter 24 Carn Domhnach/Carndonagh Area Plan Opportunity Site 4: Off the R240/Convent Road This small infill/part brownfield site is located off Convent Road and is bounded by mix of residential, neighbourhood type retail, offices, and health facilities. The site also situated adjacent to St Patricks Girls National School, close to other residential estates, and within approximately 560m/8 min walk to the Diamond. The adjoining walkways around the adjoining Community hospital also offer the potential to connect to any future Riverside Walk. In addition, the existing mature trees both within the site and to the site boundaries provide a significant level of environmental/visual amenity. Accordingly, the site is inherently suited to a range of uses including, neighbourhood level retail, residential community, and health services. CN-OPP-P-4 Consider development proposals for neighbourhood level retail, community, and health services, or residential development on Opportunity Site 4 subject to the following requirements: • Any development proposals shall provide a safe, coherent, direct, attractive, and comfortable, active travel link to the existing walkways within the adjoining Community Hospital Site. • Any development proposal shall provide for the retention of the existing mature trees/field boundaries both within the site and to the site boundaries as an integral part of the development layout unless it is demonstrated it is impractical to do so. Opportunity Site 5:Between Station Road and Moss Road. This strategic site comprises a significant parcel of serviced and developable flat land lying between the Moss Road and Station Road. Road Access is currently only available off the Moss Road. However, a strategic opportunity exists to construct a new ‘developer led’ future proofed multi modal Inner Relief Road/Transport Link between Station Road and Moss Road (including a new bridge across the Donagh River) and onward to the Ballyliffen Road (in tandem with future development occurring on site NR 2.5) thus providing both access to the lands and additional east-west vehicular and active travel connectivity through Carn Domhnach/Carndonagh. It is considered that such an inner relief road/transport link can be constructed in a manner which provides both an east-west vehicular connectivity whilst also maintaining a sense of place and connection between any developments occurring on either side of the road in accordance with the guidance set out in the Design Manual for Urban Roads and Streets and in consultation with DCC’s Road Design Section. In this regard the indicative route of such an Inner Relief Road/Transport Link has been identified on the Carn Domhnach/Carndonagh Land Use Zoning Map. Otherwise, Opportunity Site 5 is serviced both by a watermains along the Moss Road and a mains sewer running west to east through the site. In addition, it is also considered that any development on the site should provide for future active travel connectivity to the adjoining lands to the south and to the Gort Road (L-12212) to the south-east of the site thus providing onward connectivity to Church Road/Bridge Street. The site would also be suitable for future residential development and as such is identified for Residential Phase 2 development in the context of the release of Phase 2 lands for residential development by the Planning Authority.
  7. County Donegal Development Plan 2024-2030 (As Varied) 635 Chapter 24 Carn Domhnach/Carndonagh Area Plan Accordingly, the Council will facilitate both, commercial and tourism related development on this site in accordance with CN-OPP-P-5 below. CN-OPP-P-5 Consider proposals for commercial, tourism, or residential development (subject to the release of Phase 2 Residential lands by the Planning Authority), on Opportunity Site 5 subject to the following requirements: • Development proposals on the site (and on sites NR 1.4 and NR 2.5) shall provide for the construction of a Multi Modal Inner Relief Road including active travel infrastructure between Station Road and Moss Road/Ballyliffen Road, for the extent of the specific development site (in a manner which provides connectivity through the site to adjoining sites) in accordance with the following requirements: o A design in accordance with the Design Manual for Urban Roads and Streets and the NTA’s National Cycle Manual which has been prepared in consultation with the Council’s Road Design Section. o The provision of access to developments only at fixed points along the route (to protect the carrying capacity of the road). o The provision of a signalised protected junction(s) in line with the National Cycle Manual at the junction(s) with the Moss Road and/or the R238/Ballyliffen Roads. Note: there may be scope to amend the cross section or elements of the cross section to be delivered by developers when planning applications are received in agreement with DCC Roads Area and Roads Design teams. • Any development proposal occurring on the eastern part of said sites shall also provide for the construction of said Inner Relief Road/Active Travel Infrastructure either eastwards over the Donagh River and toward the L- 12712-1 local road leading to Station Road or southeastwards to connect with any part of the Inner Relief Road built through/in conjunction with NR 1.4 and facilitate the provision of riverside walk detailed on the land use zoning map.. • Development proposals on Opportunity Site 5 and NR 1.4 shall provide for safe, coherent, direct, attractive, and comfortable active travel linkages to the lands to the south, and to the Gort Road (L-12212) to the south-east, of the site. • Vehicular access to Opportunity Site 5 and NR 1.4 shall not be permitted from the Gort Road (L-12212) to the south east of the site. • Proposals shall retain and incorporate existing field boundaries and riverside vegetation into any layout in so far as possible. Opportunity Site 6: Existing Carn Domhnach/Carndonagh Football Club facility and Adjoining Lands This flat site comprises of the existing Carn Domhnach/Carndonagh Football Club facility and a field to the west, is located a short distance from the town centre and enjoys good road access via the L- 12711 local road and the adjoining R-238 Regional Road. Footpath connectivity is available via a footpath on the southern side of the L-12711 and the R238 and the site is otherwise serviced by both watermains and public sewer. The site is bounded by both commercial and residential development.
  8. County Donegal Development Plan 2024-2030 (As Varied) 636 Chapter 24 Carn Domhnach/Carndonagh Area Plan The potential relocation of the Carn Domhnach/Carndonagh Football Club to a site at Carrickfoden presents redevelopment opportunities on said portion of the site. Given the site’s accessibility and serviceability and the diversity of surrounding uses it is considered that the site would be suitable for a range of uses including commercial, community, or continued sports/recreational uses. The site would also be suitable for future residential development and as such is identified for Residential Phase 2 development in the context of the release of Phase 2 lands for residential development by the Planning Authority. CN-OPP-P-6 Consider development proposals for commercial, community, sports, recreational, or residential development (subject to the release of Phase 2 Residential lands by the Planning Authority), on Opportunity Site 6, subject to the following criteria: • Any significant development proposals shall provide a footpath along the frontage of the site and a pedestrian crossing to the existing footpath on the southern side of the L-12711 local road. Opportunity Site 7: Site Adjoining AtlanFish on the Malin Road. This modest flat triangular brownfield site consists of lands adjoining the Atlanfish facility at the northern gateway to the town on the Malin Road. The site was previously occupied by as an Alcohol Factory and a Glue Factory. The site is located a short distance from the town centre and enjoys good road access via the L-12711 to the north and the R238 to the east. Footpath connectivity is available via both said roads. The site is serviced by a 100mm watermains and a 225mm concrete sewer along the adjoining R238/L-12711 roads to the east/northeast. The site is bounded by commercial development to the southwest and north east, the Malin Road to the east and Carn Domhnach/Carndonagh Football Club Grounds. Planning permission was previously granted for a substantial mixed-use development on the site (including retail units and residential development). Said application included the submission of a Contaminated Land Assessment Report which recommended that the existing on-site fill material and concrete surfaces be removed to a licensed waste handling facility Given the site’s accessibility and serviceability and diversity of surrounding uses the site would be suitable for a range of uses including commercial, retail (subject to a retail sequential test), residential, or community uses. However, any development proposals should provide for a design which is compatible with the gateway location of the site and provides an adequate level of residential amenity including, where necessary, setback/screening from existing adjoining commercial developments. CN-OPP-P-7 Consider development proposals for retail, commercial, residential, or community uses or a suitable mixture of same, on Opportunity Site 7 subject to the following criteria: • Provision of a high-quality layout and design which is compatible with the site’s location at the northern gateway to Carn Domhnach/Carndonagh. • Provision of an adequate level of residential amenity including suitable setback/screening from existing adjoining commercial developments and compliance with the residential policies of this plan (in the case of any residential development).
  9. County Donegal Development Plan 2024-2030 (As Varied) 637 Chapter 24 Carn Domhnach/Carndonagh Area Plan • Compliance with the Retail policies of this plan including the submission of a Retail Sequential Test in accordance with the Retail Planning Guidelines (in the case of any retail development). • The removal of the existing on-site fill material and concrete surfaces to a licensed waste handling facility. Barrack Hill Opportunity Site The predominately Council owned Barrack Hill Opportunity Site comprises a significant landholding (8.2ha) to the southeast of Carndonagh Boxing Club and on the northeastern side of Ballywilly Brook. The site enjoys direct pedestrian links to the Barrack Hill Town Park and the Town Centre, has vehicular access via a new access road and is serviceable by adjacent sewer and water main links and has a favourable topography. Nevertheless, a significant portion of the lands lie within Flood Zone A and B and flood storage measures are proposed along the Ballywilly Brook as part of the Carn Domhnach/Carndonagh Flood Relief Scheme. 21 Social Houses are already under construction in the northwestern portion of the Council’s landholding and the serviceable and accessible nature (close to existing amenities) of the remaining northwestern portion of the site offers further potential to deliver additional public housing outside the abovementioned flood zones. The community led and innovative Barrack Hill Urban Wetland Way Project aims to provide a Riparian Corridor, Urban Wetland, and Recreational Walkways on the site which would provide an invaluable recreational/visual asset, act as an educational resource, protect and enhance local biodiversity, and facilitate the creation of an east-west active travel/recreational link. In addition, the project constitutes a water compatible development, the Urban Wetland element of the project would actively assist flood attenuation, and the project would be inherently compatible with adjoining residential development. Moreover, consultations with the OPW indicate that any flood storage measures proposed as part of the longer-term Carn Domhnach/Carndonagh Flood Relief Scheme could be sited and designed in a manner to accommodate both the Urban Wetland Way Project and new residential development on the site. In the addition the Council’s Economic Development section has indicated that the retention of the remaining southeastern portion of the site for economic development uses would provide a useful council retained strategic landbank for such employment generating uses. CN-BH-P-1 Consider proposals for residential, economic development, community/ recreational/biodiversity uses and the Carn Domhnach/Carndonagh Flood Relief Scheme (including flood storage/attenuation) related developments on the Barrack Hill Opportunity Site subject to the following criteria: • The location of any development shall have overall regard to the Masterplan detailed below or shall otherwise be sited in agreement with the Council. • All development shall comply with the Flood Risk Management Guidelines, the wider Flooding policies of this Development Plan, and have appropriate regard to the High-End Future Scenario Flood Zones A and B. In this regard no inappropriate development shall be considered in the High End Future Scenario Flood Zone A and B as indicated in the masterplan below. • All developments shall be compatible with the implementation of the Carn Domhnach/Carndonagh Flood Relief Scheme including any proposed flood storage/attenuation measures.
  10. County Donegal Development Plan 2024-2030 (As Varied) 638 Chapter 24 Carn Domhnach/Carndonagh Area Plan • Any residential development shall be compatible with the implementation of the Barrack Hill Urban Wetland Way Project and shall otherwise enable the creation of safe, coherent, direct, attractive, and comfortable recreational/active travel linkages through the site to the Springfield Estate/Carrowreagh road to the east, Barrack Hill Town Park to the north west and site NR1.3/NR 2.1 to the north east as detailed on Masterplan below and the Land Use Zoning Map. • Any economic development shall, be compatible with the implementation of the Barrack Hill Urban Wetland Way Project, enable the creation of safe, coherent, direct, attractive, and comfortable recreational/active travel linkages through the site to the Springfield Estate/Carrowreagh road to the east and provide adequate screening from residential areas and the proposed Barrack Hill Urban Wetland Way, subject to the requirements of the Habitats Directive.
