Tier 2 Footnotes: 1. This Infrastructural analysis includes Opportunity Sites and New Residential Phase 2 which have not been identified for immediate residential development due to water supply capacity issues in the Carn Domhnach/Carndonagh area and other planning criteria. In this regard other more suitable/deliverable sites were zoned for residential development to avail of the limited water supply capacity. 2. The potential housing yield for mixed use Opportunity Sites was calculated based on 0.5/50% of the site area as such sites may accommodate a mixture of development (e.g. both residential and commercial) and therefore a lower predicted housing yield was deemed more realistic.

The town is one of five within the county with a Public Service Centre, serving the wider population in south Donegal. Reflective of the success and function of the town, it is identified as a “County Growth Driver” in Chapter 3 of this Development Plan, recognising the important role of the town to driving growth in this locality and also its servicing capacities. The town’s population was recorded as 2749 in the 2022 census, representing significant growth of 5% from the 2016 census of 2618; 43% of the population is in employment reflecting the national figure of 45%. The town is a successful and compact traditional urban settlement and has many positive attributes as a place to live, work and visit, with high quality housing and associated services all within walking distance of the town centre. Baile Dhún na nGall, Donegal Town, is strategically located at a key point along the TEN-T Network of National Roads, connecting the region via the N15 and N13, north-south from Derry to Sligo and at a key junction of the N56 linking to the west of the County and the route of the Wild Atlantic Way. The town is by-passed along its eastern boundary by the N15, significantly taking through traffic away from the congested town centre. 25.2 Key Planning Issues A number of key planning issues and opportunities are apparent which this Area Plan can help to positively address, namely the need to: • Protect the primacy of the town centre as the retail core of the town. • Provide an adequate supply and mix of quality housing units to meet a range of housing needs at accessible and serviced locations • Identify a sufficient amount of lands for industry/employment/ economic uses at optimal accessible locations. • Ensure sufficient land supply to accommodate quality sports centre and facilities. • Identify suitable lands as parklands, open spaces and green linkages. • Preserve a network of green infrastructure for potential walkways/cycleways/amenity areas for the purposes of recreation and amenity and as an important part of the tourism product of the town. • Improve pedestrian and cycling infrastructure throughout the town to encourage more sustainable/active travel modes and improve existing active travel infrastructure. • Address traffic congestion in the town centre and avail of a strategic opportunity to provide new developer led roads between the Old Laghy Road and the R267. • Physically and socially regenerate, and address vacancy and dereliction within the town centre. • Ensure climate resilience in all aspects of new developments • Ensure appropriate objectives and policies are in place to adequately address and manage flood risk. 25.3 Strategic Vision To sustainably develop Baile Dhún na nGall, Donegal Town, as a key growth driver in the south of the County as an important service centre for employment, retail, housing, services, community facilities and tourism to sustain a population of upwards of 4,255 by 2030. 25.4 Zoning Matrix As indicated in Section 17.3 development proposals in Baile Dhún na nGall (Donegal Town) will be considered in the context of the Zoning Objectives detailed in Table 17.1, the Baile Dhún na nGall (Donegal Town) specific zoning matrix below, the policy framework in this plan and the policy framework in the wider CDP. The Baile Dhún na nGall (Donegal Town) Zoning Matrix below illustrates a range of land uses/development types together with an indication of their broad acceptability in each of the land use zones. The acceptability of uses within designated Opportunity Sites is also set out in site specific policies contained in this Area Plan.
