Walkways In addition to the Shore Road to Croaghlin Hill walkway referred to above, the Council has also included an objective in this plan for the creation of a shoreside boardwalk contiguous to the pleasure craft marina. It is considered that this would greatly enhance the amenity of the town as experienced by pleasure craft Sailors and cruise ship visitors, by students of the ATU and by local inhabitants. The boardwalk is specifically identified as an opportunity in the Killybegs Regeneration Masterplan. Heritage The Historic Town, Archaeology & Built Heritage The built and archaeological heritage of Na Cealla Beaga (Killybegs) is particularly noteworthy and there are two identified areas of archaeological potential within the town boundary, one around the commercial centre/Main Street area of the town and the other around the St. Catherine’s Well complex (see Figures 26.14 & 26.15 below). Furthermore, the town is host to ten structures that are included on the Councils Record of Protected Structures (see Map 26.1 Na Cealla Beaga (Killybegs) Land Use Zoning Objectives; Built & Archaeological Heritage Insert Map), in addition to numerous structures that are included on the National Inventory of Architectural Heritage. Furthermore, the view of Na Cealla Beaga (Killybegs) Harbour on the northern approach to the town on Regional Road R263 is considered to be of significant amenity value to the town and the Planning Authority will seek to ensure that this view is protected and maintained. - County Donegal Development Plan 2024-2030 (As Varied) 711 Chapter 26 Na Cealla Beaga/Killybegs Area PlanDeletion of Section 5.3 of the CDP 2024 Arising from the Insertion of Area PlansSection 2: Amendment of Zoning of Site NR2.16 at Cockhill BuncranaChapter 26 Na Cealla Beaga/Killybegs Area Plan Cultural Heritage The town has a rich maritime history, being, amongst other things, the last stop for the La Girona, a ship of the Spanish Armada during Spain’s war with England. When two other Spanish ships were lost, the Girona anchored in Na Cealla Beaga (Killybegs) harbour, and local Chieftain MacSweeney Bannagh assisted in repairing the Girona’s rudder and feeding its sailors. While in Na Cealla Beaga (Killybegs), the Girona took on-board 800 survivors from the other Spanish ships before setting sail for Scotland. Caught in a storm off the Antrim coast of Northern Ireland, however, the Girona sank; and it is recorded that nearly 1,300 people died. The development of a maritime museum thus has potential within the town urban core. This Town Area Plan seeks to protect the historic built form, environment and amenities of Na Cealla Beaga (Killybegs), whilst facilitating progressive, attractive and sustainable development within the town. When formulating proposals therefore, it will be incumbent on developers to demonstrate that a development will respect and be sympathetic to heritage value qualities of Na Cealla Beaga (Killybegs), will provide additional public amenities where appropriate and will not detract in any way from any of the attributes that the town currently has to offer. Natural Heritage There are no parts of any Natura 2000 site nor Natural Heritage Area within the town boundary of Na Cealla Beaga (Killybegs). The closest Natura 2000 site to Killybegs is the Saint John’s Point Special Area of Conservation (site code 000191 refers) which is approximately 3km due south of the town.. Extent of Saint John’s Point SAC and its position relative to Na Cealla Beaga. Na Cealla Beaga (Killybegs) sits within a natural harbour and is surrounded by rugged, scenic and elevated lands, much of which are inaccessible and un-serviced. It is important to protect the natural environment and setting of the town as there is significant potential to capitalise upon a clean and unspoilt environmental image, particularly in the context of the tourism focus within the area. In peripheral parts of the town that are zoned as ‘Local Environment’, the primary objective of the Planning Authority will be to maintain the rural character, landscape setting and environmental quality of these areas and the Planning Authority will require that all development proposals be of a scale appropriate to their context and integrate harmoniously with the local landscape. Objectives KB-CREH-O-1 Support the potential development of new greenway/walkway/cycleway projects in Na Cealla Beaga (Killybegs). KB-CREH-O-2 Facilitate appropriate development proposals that will support recreational activities in Na Cealla Beaga (Killybegs). In the case of lands zoned for Open Space & Recreation in the vicinity of Glenlee Woods, and notwithstanding the provisions of Objective KB-CREH-O-4, community sporting facilities and ancillary development essential to those facilities shall be restricted to the 7ha of that

Where natural woodlands are cleared within the 7ha to accommodate sporting facilities it shall be necessary for developers to propose mitigatory measures possibly including, but not limited to, compensatory planting of native woodlands at alternative suitable locations as ecological corridors or new replacement habitat. KB-CREH-O-3 Facilitate the design and construction of a coastal board walk along the Shore Road from its junction with St. Catherine’s Road to its junction with Quay Street. KB-CREH-O-4 Protect important natural, built, historical and archaeological heritage environments within Na Cealla Beaga (Killybegs) for the enjoyment of present and future generations. KB-CREH-O-5 Support and facilitate the development of a Maritime Museum within the urban core of Killybegs. Policies KB-CREH-P-1 Protect the amenity potential of the walkways and cycleways and their routes annotated on Map 26.1. The Council shall prohibit any development proposals that would militate against their delivery or amenity potential. Design for new developments where the development sites are contiguous to or traversed by the routes shall demonstrate compatibility with the objectives by incorporation of the walkway and/or cycleway.
