PSDP appointed before design begins. PSCS appointed before construction starts. Both must be competent and have the resources to coordinate safety during their respective phases. On a self-build, you can take the PSCS role yourself (on direct-labour builds) or the main contractor takes it. PSDP is usually the architect. The HSA (Health and Safety Authority) can visit any site and issue improvement notices or closure orders for non-compliance. Most Irish self-builds use the architect as PSDP and the main contractor as PSCS — the standard, low-risk setup.
