Over 1 m high (or 1.2 m if next to a public road) needs planning permission — exempt development under Schedule 2 of the Planning Regulations doesn't extend above that. Some areas (heritage, rural) require a finish to match the local vernacular (limestone, sandstone, rendered). Don't forget: foundations (strip foundation, typically 600 mm deep), piers (every 3–4 m for a block wall), caps (concrete or stone), gates, automation.
